The Town Of Hilton Head, South Carolina Is A Model Of Environmental Assimilation

The town of Hilton Head, South Carolina is coextensive with Hilton Head Island, which just happens to be the most popular vacation resort in the continental United States.

There are just a few unincorporated precincts on the island, which makes the Town slightly smaller than the Island. It’s still plenty big enough to contain the 75,504 permanent residents (2000 census). That’s a number that normally jumps to about 275,000 during the warm summer months.

Situated at the southernmost tip of South Carolina, Hilton Head is just 20 miles from Savannah to the south and 90 miles from Charleston to the north. Believe it or not the Island is actually two islands, almost completely divided by a long narrow bay known as Broad Creek. In geologic terms a true sea island lies north of Broad Creek and a traditional (and younger) barrier island lies to the south.

Town History

We know that the Island was inhabited by American natives as recently as several thousand years ago by the inexplicable shell rings that they left behind. The first European to set eyes on these was Captain William Hilton who was sailing up the coast in search of plantation land in 1663. Hilton Head proved to be a bonanza in that regard and hosted about 20 plantations between 1700 and 1860. The population burgeoned to 40,000 during the Civil War when Hilton Head became a refuge for slaves driven ahead of advancing union Armies. But by 1940 it had dropped back to only 1100.

A few years later in 1949 a group of timbermen led by General Charles Fraser realized the potential on Hilton Head and purchased 20,000 acres of the pine forest. To process the timber they built three mills on the property which in turn created jobs for an expanding economy. At the time of the purchase the local population was only 300.

Town Ecology

In 1956 Fraser laid down the regulations for all future development that gives Hilton Head its distinctive park-like atmosphere today. For example, Fraser limited the height of buildings and called for them to be concealed by native vegetation. He stipulated the use of earth tone colors only and eliminated the use of bright neon signs and luminescent storefronts.

The contrast with the modern environmental movement — which too often regards man as an intruder in “the forest” — is dramatic. Here we find an uncorrupted form of environmentalism in which man is regarded as the keeper of “the garden” rather than an unwelcome trespasser. And so the fingerprints of Joseph Fraser are everywhere on Hilton Head, including a number of areas set aside exclusively for nature.

It wasn’t until 1983 that the town of Hilton Head finally incorporated under a Council-Manager form of government. Under this arrangement the mayor not only runs the town, but also holds a seat on the Council with authority equal to each of the other Councilmen.

It took almost 35 years, but in 1987 Fraser’s vision was finally encoded in the Land Management Ordinance by the town Council. Building on the foundation he laid, the rules further mask the presence of humanity on the Island. This leaves the impression of a national wildlife preserve rather than a commercialized resort enclave. Man and nature are integrated to such an extent that at times you are left to wonder, “where are the 75,504 human inhabitants hiding anyway?” Who needs Hawaii, when we’ve got Hilton Head?
